A Contextual Understanding of Meaning of Poverty Eexperiences and Poverty Exit Efforts:Based on the Emic Perspectives of the Poor with Work Abiity

Abstract
This study aims to contextually understand the meaning of poverty experiences and poverty exit efforts of the poor with work ability using phenomenological research methods. It utilizes two waves of in-depth interview data adjunct to Korean Welfare Panel Study(KWPS) and analyze the meaning of poverty experience and poverty exit efforts among 14 interviewees. The study results suggest that the poverty experience can be interpreted as a traumatic experience to the poor which accompanies lower sense of autonomy and self-esteem. Efforts of poverty exit can be interpreted separately by welfare recipiency. For the non-recipients, poverty exit efforts are interpreted as a process of overcoming traumatic stress of poverty by recovering sense of autonomy and self-esteem. However, for the recipients, avoiding welfare exit is the key phenomenon of anti-poverty measure of their own, in terms that losing welfare benefit can cause revival of traumatic experience. However, their strategic choice to avoid welfare exit at the cost of losing the sense of autonomy and self-esteem can be changed provided that sustainable support and investment measures are accessible, in which case, poverty exit efforts can be interpreted same as non-recipients. Findings from the study implies that the contextual understanding of poverty experience from the emic perspective can raise issues of rethinking rational model of policy measures and introduction of cure model and investment model in anti-poverty policy.
